What we’re looking for: A motivated and collaborative servant leader to join the City of New Braunfels Information Technology department. The Infrastructure Manager is responsible for the design, installation, administration, connectivity, documentation, operation and maintenance of all network and server equipment, operating systems and communications systems. This includes the supervision of other network and systems-related positions, as well as policies, procedures and the setting of all standards related to the City’s network and servers. This position serves as a member of the IT Leadership Team, responsible for assisting with overall IT policy as well as making hiring decisions and conducting performance reviews of other network and systems positions. The Infrastructure Manager will have responsibility for managing project budgets, IT Annual Budget and other administrative tasks. Responsible for network and server backups, network and server security, including intrusion detection and other Cyber Security components. Implements and maintains security standards. Maintains inventory of all network and server equipment and related warranties and service level agreements. Interface with end users, provide computer and network related technical support for all city personnel. This individual will manage and coordinate IT Network and Server related purchases for the city as well as build and maintain positive relationships with the vendor community.

Primary Duties and Responsibilities

The Infrastructure Manager is responsible for the overall direction, management, uptime and technical oversight of Infrastructure Operations, including networking (LAN and WAN), applications, storage, database administration, data centers and phone system.- Provides systems management in a virtualized Windows environment, including networking and storage services, diagnosis, and resolution of operating-system level issues
- Manages the expanding IT infrastructure for the organization including video, voice and data communication networks, servers, appliances, physical security technology, central datacenter and other related technology facilities and pathways
- Budget planning for infrastructure expansion including proposal development, vendor consultation and contract management
- Coordinates and maintains the functionality of the systems environment, the implementation of technology solutions, the development of server upgrade plans and procedures, and the installation of operating systems.
- Manages servers and network resources (e.g. hardware, software and logging/auditing tools) for the purpose of delivering services in compliance with established guidelines and/or objectives
- Coordinates and maintains the network infrastructure (physical and virtual) for the purpose of ensuring effective, secure and efficient networking systems
- Manages system operations and software applications for the purpose of ensuring efficient operations
- Coordinates the development of operating procedures for technical support, troubleshooting, maintenance, and innovative systems administration techniques.
- Designs, builds, delivers, and maintains the infrastructure (including data center and cloud environments) that ensures high quality and reliable network, application and communication systems.
- Oversees and provides guidance in troubleshooting and solving complex problems related to system software and hardware incidents and processing of service requests and tasks
- Mitigates threats to network security by compiling audit data and assists in developing security policy and plans accordingly
- Assists with information systems security administration and compliance
- Recommends systems technology solutions and enterprise-related hardware and software standards to management
- Establishes and maintains disaster recovery and business continuity mechanisms and plans for the IT environment and infrastructure.
- Provides telephone system management functions, including system monitoring, reporting, analysis, auditing, back-ups, preventative maintenance, tuning and performance optimization, patch applications, capacity planning, and upgrades. May coordinate with external vendor to perform these functions.
- Supervises personnel by interviewing qualified applicants, selecting and hiring new employees, coordinating training for department personnel, observing and monitoring work tasks, evaluating work performance, assisting employees to correct deficiencies. Coaches and mentors employees based on performance results and needs of employees. Communicates clearly and directly with employees to promote a cooperative and harmonious work environment.
- Provides abnormal situation management and resolution and trouble shooting of problems at the server and network level.
- Ensures best value for infrastructure selection and maintenance costs, reducing risk for future investments wherever possible. Maximizes procurement speed and flexibility without sacrificing quality.
- Ensures consistent, high-quality customer support by developing support strategies and managing support staff.
- Preserves confidentiality of any sensitive information.
- Participates and functions effectively in a team environment.
- Exhibits a positive and courteous relationship with City staff and general public.

Education, Experience, Licenses and Certifications

Your areas of knowledge and expertise that matter most for this role:
- Education and Experience: Bachelor's Degree in Computer Science, Management Information Systems or related field of study; and 5 (5) years’ experience as a Network/ Infrastructure/Application Administrator or closely related position; OR an equivalent combination of education and experience.
- Must be able to pass FBI criminal background fingerprint check and can comply with state and federal requirements for criminal justice information security standards.
- Must possess a valid Texas Driver’s License.
- Cisco CCNA, CCNP, or CCIE or ability to obtain within 6 months of employment
- VMware, Cisco or other current equivalent professional certifications are preferred.
Knowledge, Skills and Other Requirements

Necessary Knowledge, Skills and Abilities:
- Advanced level of expertise in Cisco network hardware, Cisco network operating systems, Microsoft networking, TCP/IP and router/switch configurations.
- Knowledge and experience with wireless technologies.
- Principles and practices of voice/video/data transmission technology and applications including voice over IP telephony.
- Basic knowledge of MS SQL concepts.
- Principles and practices of network administration, application administration, system access, and security guidelines
- Principles and practices of technology management, system development, and systems integration.

- Work is primarily performed in a standard office environment and involves sitting, standing, walking, and bending for extended periods of time. Must be able to safely lift and carry materials and objects up to forty (40) pounds; occasional work may be required in equipment access spaces such as attics, basements, crawl spaces, subfloors, and other similar, adverse conditions and environments.
